I used to have a Plymouth Turismo, and the air pump seized up on it, so we took it out. I had to get it inspected, so I figured I'd run it through at least to get the "failed" sticker so I could drive it for another 30 days. But it passed easily. Then, I later sold the car to a friend of mine, and we gutted the cat on it and once again, it passed emissions (with no cat and no air pump.) Not only did it pass, but its emissions were on the low side.
